Humanity has sought optimal government throughout history with notable successes and failures. Two realizations must guide this search: 1)only a perfect government can exist without change, 2)a perfect government cannot be created by imperfect individuals. In the futile quest for perfection, governments choose goals that are pragmatic and easy to measure. However, if a government must be constantly changing and evolving, it must focus not on simple goals but on improving the life of each and every individual. This book argues that the measure of the optimal government is how well it strives to approach this unreachable goal. Specific elements necessary for an individually focused government and issues regarding implementation are discussed. Ultimately it is the contribution of each individual linked by modern communication technologies that is necessary. Let us begin this process.
